Cross-Reference: Parking and Personal Transportation Policy 640.00

Applicability: This Operating Procedure applies to the Johnson County Community College (“赌钱app可以微信提现” or “College”) campus community, including all students, personnel, and visitors.

Purpose:  The objective of this Operating Procedure is to establish procedures regarding parking, violations and appeals at 赌钱app可以微信提现.

Procedures: 

Only vehicles and personal transportation devices authorized pursuant to the Parking and Personal Transportation Policy 640.00 may be operated on College campus. Authorized vehicles do not need to be registered with 赌钱app可以微信提现 to be operated on campus and park in general parking areas on campus.

I. Where to Park

There are several parking lots and - parking garages on the 赌钱app可以微信提现 main campus and at other campus locations. It can be difficult to find a close parking space on the main campus, especially between 8:30 a.m. and noon, so vehicle operators should allow extra time to park.

II. Tickets, Fines & Towing

Vehicle owners and/or transportation device operators will be ticketed, fined and/or towed for the following violations:

  • Failure to display a parking permit, if required
  • Parking in a restricted area, such as a permit-only parking lot
  • Parking in posted "No Parking" areas
  • Parking on the grass or sidewalks
  • Parking in Accessible Parking without the proper display of a state-issued accessible placard or license tag
  • Parking in loading zones/service areas
  • Parking in pedestrian areas or crossings
  • Parking next to the curb or a fire lane
  • Parking beyond the 30-minute or one-hour limit where such a time limit is designated
  • Parking in a way that creates a hazard or obstruction to the movement of traffic
  • Unauthorized overnight parking
  • Abandoned vehicles
  • Improper parking in spaces designated for charging of electric vehicles (including parking non-electric vehicles or parking for longer than the posted maximum time limit)
  • Any other improper parking, including yellow pads and over yellow line in parking stalls
  • Use/operation of skateboards, roller blades, non-motorized scooters or electronic personal assistive mobility devices (EPAMDs), including Segways, hoverboards and self-balancing electric scooters, except as allowed in accordance with 赌钱app可以微信提现 Access Services guidelines

Fines: Except for tickets issued for unauthorized parking in Accessible Parking, which will be fined and handled through the local Municipal Court, the first violation of the Parking and Personal Transportation Policy 640.00 or this Operating Procedure will result in a fine of $10. Any subsequent violations will result in fines of $20 for each additional violation.

Fines must be paid within 10 business days of the violation. Fines may be paid online or at the 赌钱app可以微信提现 Bursar’s Office, SC 113, from 8:00 a.m. to 5:00 p.m. Fine payments can also be mailed to:

Towing: Vehicles may be towed from 赌钱app可以微信提现 property when:

Any vehicle or other personal property is parked illegally or placed in such a manner as to constitute a hazard or obstruction to the movement of traffic,
The driver/owner of any vehicle is taken into custody by the 赌钱app可以微信提现 Police Department or other local police department and the individual’s vehicle is parked illegally or is not reasonably expected to be moved within 24 hours,
Any vehicle is found, which the 赌钱app可以微信提现 Police Department has reasonable grounds to believe has been involved in an accident, and the driver, owner or person in charge thereof has failed to comply with the provisions of state and city laws relating to the reporting of accidents to the police department and the exchange of information at accident scenes,
A reported stolen motor vehicle is discovered,
A vehicle is deemed by the 赌钱app可以微信提现 Police Department to have been abandoned by failure of the owner to respond to attempts to notify the owner (including vehicles on campus as part of an instructional course), or
Removal is necessary in the interest of public safety because of fire, flood, storm or other emergency reason.

III. Other 赌钱app可以微信提现 Campuses

Drivers are expected to adhere to these procedures at all other 赌钱app可以微信提现 campuses in addition to the main campus. At other campus locations, drivers may be subject to additional applicable parking and personal transportation rules, including but not limited to ticketing and towing by local law enforcement or other non-赌钱app可以微信提现 entities. Those tickets/towing may not be appealed to 赌钱app可以微信提现.

IV. How to Appeal a Parking/Transportation Violation

Parking and personal transportation violations issued by 赌钱app可以微信提现 that have not been referred to a municipal court may be appealed when personal transportation and vehicle owners/operators believe a ticket was incorrectly issued or a fine should be waived due to extenuating circumstances. Towing may not be appealed.

Appeals of tickets must be submitted on the 赌钱app可以微信提现 Appeal Form (hard copies available at the Student Information Desk in the Student Center) and received by the 赌钱app可以微信提现 Police Department in the Midwest Trust Center, CC 115, within (10) business days after issuance of the ticket, or the right to appeal is forfeited. Appeals are reviewed by a designated officer from the 赌钱app可以微信提现 Police Department. The decision of the designated officer will then be communicated to the appealing party in writing.

Following are situations that are typically not accepted as valid extenuating circumstances for violating the Parking and Personal Transportation Policy 640.00 and Parking and Personal Transportation Operating Procedure 640.01:

  • Lack of knowledge or unfamiliarity with these Policies or Procedures.
  • An appeal based on how long a driver was in violation of the 赌钱app可以微信提现 Parking and Personal Transportation Policy. The 赌钱app可以微信提现 Police Department will issue a citation to any vehicle parked in violation of 赌钱app可以微信提现 Policy and Procedures regardless of how long that violation has been occurring. An appeal that states that the violation of Policy was only for two minutes, five minutes, etc., is not considered valid.
  • An appeal based on the need to get to class/work/an appointment on time. It typically requires a few minutes to locate a parking space on 赌钱app可以微信提现 campuses. Drivers must allow enough time to find a legal parking space.
  • An appeal based on lack of a parking space near a destination. Parking spaces are very competitive, and a space in a specific lot is not guaranteed. Drivers must park in a properly designated space.
  • An appeal based on the assertion that class wasn't in session. Parking restrictions are enforced throughout the entire calendar year. An appeal of a violation during evening or weekend hours. All parking and personal transportation restrictions are enforced 24 hours a day and seven days a week.
  • An appeal based on the appealing party’s assertion that she/he did not see the sign or line markings. It is the driver's responsibility to note and comply with all posted signage, notices and line markings.
  • An appeal based on the assertion that the driver forgot his/her College permit. Drivers must display a permit in order to park legally in areas where permits are required. Drivers who forget their permits must notify the 赌钱app可以微信提现 Police Department or park in areas that do not require permits. An appeal based on a vehicle malfunction. Drivers who experience a vehicle malfunction and cannot move their vehicles should contact the 赌钱app可以微信提现 Police Department for assistance first. Short-term authorization to remain parked may be received from the 赌钱app可以微信提现 Police Department.
  • Use of four-way hazard flashers. Four-way flashers are designed to warn other motorists that a vehicle may be a hazard. Use of four-way flashers does not allow a driver to park illegally for any length of time

VI. LEED Qualifying Low Emission Vehicles and Carpool Parking Spaces and Permits

Parking spaces are reserved for LEED Qualifying Low Emission Vehicles at the Olathe Health Education Center (OHEC) and the Wylie Hospitality and Culinary Academy (WHCA). There are Carpool parking spaces available at OHEC. Future buildings on campus may also have such spaces in parking areas. These spaces are provided as part of 赌钱app可以微信提现’s efforts to certify new buildings as Leadership in Energy & Environmental Design (LEED) buildings by the U.S. Green Building Council.
